If we assume, for a moment, that elections in the USA are fair and secure (which they obviously are not), then what is clear, even to jaundiced eyes, is that once the representatives of this representative democracy get to WaDC they are captured by the “permanent government” where Neocons aka Nazis own policy and are abetted by dictatorial rules that prevent government — Congress, in particular — from doing anything that is moral, ethical, honest, and not paranoid..

What is not clear is the neocon (and neoliberal) endgame?

What will they do once they have insulated their castles and achieved totalitarian control of everything?
