UT NOTE: The problem is not that residents lost control of their thermostats. The problem has to do with fragile centralized power grids that promote and enable residential development in locations that are not otherwise inhabitable by large numbers of humans. Air conditioning is not an effective nor efficient way to maintain comfort in a hostile environment.
