Trying to solve any challenge downstream from the source of the problem is not only problematic but it always / ALWAYS leads to more insoluble challenges and so on. A parallel example is allopathic pharma medicine which generates as many or more problems with each dose of profitable pharma medicine. Attacking symptoms merely incentivizes perpetual war. And profits. The sick get sicker and pharma investors buy trophy real estate, private jets and yachts. CV-19 IS NO DIFFERENT.
